The training was facilitated by the two resource persons, Ms. Dharati Dholiya, Dean, and Ms. Megah Saini Prakashchand Saini, Assistant Training Officer from the prestigious Rashtriya Raksha University (RRU), Gujarat, India. Established in 2009, RRU is a public central university based in Lavad, Gujarat, under the Ministry of Home Affairs, Government of India, offering programmes in professional security, strategy, and defence education.
The training introduced the participants to a range of topics related to the virtual assets and investigation techniques useful for law enforcement officers, beginning with fundamental concepts of cryptocurrency and blockchain technology, global regulatory frameworks including FATF Recommendation 15 and AML/CFT obligations, on-chain investigation techniques using block explorers such as Etherscan and BscScan, and off-chain OSINT methodologies to unmask identities behind crypto wallets. The sessions also covered digital evidence management, chain of custody procedures, and asset seizure and confiscation frameworks.
As corruption becomes increasingly transnational, fueled by ever-expanding globalisation and digitalisation, cryptocurrency and digital assets have afforded criminals with speed and anonymity, forcing law enforcement agencies to learn and explore beyond old-fashioned investigative techniques. The training represents the ACC’s continued and unwavering commitment to building a strong professional workforce equipped with technical knowledge, analytical capabilities, and investigative readiness to effectively respond to evolving threats posed by complex financial crimes.
Apart from the transfer of knowledge and skills to the selected participants, the training has also opened an opportunity to establish new institutional linkages between ACC and RRU in driving future professional development programmes in the field of digital forensics, cybersecurity, artificial intelligence, and other evolving IT-driven areas of interest.
