The Ministry of Home Affairs, the Ministry of Finance, Royal Bhutan Police, Royal Monetary Authority, and the Anti-Corruption Commission jointly launched the Coordinated Research and Intelligence (CoRE) Network of Bhutan earlier today, marking a significant step towards strengthening coordinated and intelligence-led law enforcement initiatives in the country. The launch was formalised through the signing of a Joint Protocol by all member agencies.


The CoRE Network is a collective and collaborative initiative established to enhance inter-agency coordination in intelligence sharing, strategic research, and risk analysis. It provides a structured platform for member agencies to work together, within their respective mandates, to strengthen threat assessment capabilities and support timely, evidence-based responses to emerging risks.



Through a coordinated and integrated approach, the Network will facilitate secure and real-time intelligence sharing, joint analysis, and exchange of expertise across agencies. It will support national efforts in addressing economic and financial crimes, including money laundering, corruption, tax evasion, customs fraud, and illicit enrichment; cyber-enabled and digital crimes; cross-border and transnational crimes, including smuggling and trafficking; as well as terrorist financing and national security threats, in collaboration with relevant national and international partners.



In an increasingly complex and interconnected global environment, illicit actors continue to exploit technological advancements and systemic vulnerabilities. The establishment of the CoRE Network reflects a shared and forward-looking response by member agencies to these evolving challenges, ensuring that institutions remain responsive, adaptive, and aligned in safeguarding national interests.



The member agencies reaffirm their collective commitment and shared ownership of the Network, recognising that its effectiveness will depend on sustained cooperation, mutual trust, and respect for institutional mandates. The CoRE Network represents an important step towards a more coordinated, resilient, and intelligence-driven national system, reinforcing Bhutan’s capacity to prevent and respond to complex and organized crimes.
