Upon the invitation of the International Anti-Corruption Academy (IACA, the Chairperson of the Anti-Corruption Commission (ACC), accompanied by two officials, attended the Global Expert Meeting on Intelligent Tools for Anti-Corruption Agency (ACA) Effectiveness, jointly organised by the IACA and the Commission for the Prevention of Corruption (KPK), Slovenia, from 2-3 September 2026 in Ljubljana, Slovenia.
The meeting brought together about 33 anti-corruption practitioners, experts and technology specialists to exchange practical experiences on leveraging data, digital solutions and Artificial Intelligence (AI) to strengthen the prevention and detection of corruption. Deliberations focused particularly on intelligent tools for corruption prevention, monitoring national anti-corruption strategies, e-procurement and asset disclosure management, while underscoring that technology should augment, rather than replace, professional judgment.
During the session on Intelligent Tools for Asset Disclosure Management, the ACC shared Bhutan’s experience with its online Asset Declaration System (ADS), including risk-based verification and the progressive use of declaration data for identifying disproportionate assets and integrity risks. The ACC also shared its ongoing efforts to further strengthen the system through data integration, pre-population of asset information, relationship mapping and enhanced analytics, with a view to enabling more proactive identification of potential conflicts of interest and unexplained assets.
The meeting provided a useful platform for the ACC to learn from emerging international practices and explore solutions that can be adapted to Bhutan’s context and institutional needs. The participation complements the ACC’s ongoing digital transformation efforts towards making better use of data and technology for more proactive, intelligence-led and evidence-based prevention and detection of corruption.
