Upon invitation from the International Anti-Corruption Academy (IACA), an official from the Anti-Corruption Commission (ACC) attended the 3rd Expert Meeting on Measuring Anti-Corruption Agency (ACA) Effectiveness held from 24-25 March 2026 in Vienna, Austria. The meeting brought together international experts, practitioners, and representatives from anti-corruption agencies to deliberate on advancing a global, data-driven framework for assessing ACA performance.


During the meeting, the ACC actively participated in the technical sessions and shared Bhutan’s experience in partaking in the assessment process, including the practical challenges and institutional learnings.
Key deliberations focused on refining indicators across core ACA functions, addressing methodological challenges in measuring impact, particularly public trust and corruption prevalence, and exploring the role of national statistical systems in strengthening data credibility and ownership. The meeting also examined emerging areas such as political finance transparency, while reaffirming the importance of maintaining a function-based and adaptable framework to accommodate diverse institutional mandates.


The ACC’s participation reflects Bhutan’s continued commitment to contributing to global anti-corruption efforts and to strengthening its own institutional effectiveness through international collaboration, knowledge exchange, and adoption of evidence-based approaches.
