Welcoming the Fourth Commission of the ACC

The Anti-Corruption Commission (ACC) warmly welcomes the newly appointed Chairperson and two Members of the Commission.

The Fourth Commission was appointed by His Majesty The King on 28 October 2025, signifying a renewed chapter in the ACC’s journey to uphold the highest standards of integrity, accountability, and service to the Tsa Wa Sum.

Aum Pema Choden, the newly appointed Chairperson of the ACC, brings with her over three decades of distinguished service in Bhutan’s diplomatic and civil service. She served as the Foreign Secretary of the Ministry of Foreign Affairs and External Trade from 2021 to 2025, and prior to that, as Bhutan’s Resident Ambassador to Belgium and the European Union (2016-2021) with concurrent accreditation to Sweden, the Netherlands, Denmark, Finland, and Spain, and as Resident Ambassador to Bangladesh (2014-2016) with concurrent accreditation to the Maldives, Pakistan, South Korea, and Sri Lanka. Since joining the Ministry of Foreign Affairs in 1989 as a Trainee Officer, she has served in several key capacities, including Head of the Policy and Planning Division, Chief of the Europe, Americas & Africa Division, Assistant Director of the Bilateral Division, and at Bhutan’s Permanent Mission to the United Nations in Geneva and the Royal Bhutanese Embassy in Dhaka. She also served on deputation as the Managing Director of the Bhutan Broadcasting Service Corporation from 2007 to 2011. Chairperson Pema Choden holds a Bachelor’s Degree from Sherubtse College, Kanglung, and a Diploma in International Relations from the Institut International d’Administration Publique (IIAP), École Nationale d’Administration (ENA), Paris, France.

Mr. A Karma Rinzin, former Commissioner of the ACC, has been reappointed for a second term. He has served the ACC since 2008 in various capacities, including Director of the Department of Professional Support, Chief Public Education Officer, and Chief Administration Officer. Prior to joining the ACC, Commissioner Karma Rinzin worked in the Policy and Planning Division of the Ministry of Agriculture and Forests for over 15 years. Having joined the civil service in 1992, he brings a wealth of experience in administration, policy development, and institutional strengthening.

Mr. Gyeltshen, newly appointed as Commissioner of the ACC, previously served as the Director General leading the Department of Investigation. Since joining the ACC in 2007, he has held several key positions, including Investigation Officer, Senior Investigation Officer, Deputy Chief Investigation Officer, and Chief Integrity Promotion Officer. Prior to his service in the ACC, he worked under the Ministry of Finance as Assistant Finance Officer and Senior Tax Officer. Joining the civil service in 1998, he brings extensive experience in investigation, public administration, and integrity promotion.

As the new leadership assumes this important responsibility, the ACC family extends its heartfelt Trashi Delek and best wishes for a successful and fulfilling tenure. Under their collective leadership, the ACC reaffirms its unwavering commitment to the noble vision of building a corruption free society and advancing its mission of promoting integrity, accountability, and transparency across all spheres of governance.
