Honoring the Third Commission for a Successful Tenure

The Third Commission of the Anti-Corruption Commission (ACC), led by Chairperson Deki Pema, Commissioner Jamtsho, and Commissioner A Karma Rinzin, successfully completed its five-year tenure on 13 October 2025. Appointed by His Majesty The Druk Gyalpo on 14 October 2020, the Third Commission served with distinction, steering the institution through a period of transformation, consolidation, and renewal.

Chairperson Deki Pema brought with her a wealth of experience and a deep sense of duty, having served as Commissioner of the Election Commission of Bhutan for 15 years from 2006 to 2020. With 13 years of prior experience in development planning under the Ministry of Agriculture and earlier service in the Dzongkhag Administration, Trashigang, she exemplified a rare blend of strategic foresight and grounded wisdom. Her leadership was marked by clarity of purpose, integrity of action, and an unwavering belief in ethical governance. Under her stewardship, the ACC strengthened its institutional credibility, broadened its strategic outlook, and advanced the culture of accountability across sectors.

Commissioner Jamtsho, serving his second term in the ACC, epitomized professionalism, discipline, and quiet resolve. A Chartered Management Accountant and member of the Chartered Institute of Management Accountants (UK), he brought over two decades of experience from the Royal Audit Authority, enriching the Commission’s financial oversight and operational efficiency. His expertise in public financial management and institutional integrity enhanced the Commission’s analytical and strategic capacity, reinforcing its reputation for diligence and fairness.

Commissioner A Karma Rinzin, who began his journey with the ACC in 2008 and previously served as the Director of the Department of Professional Support, embodied institutional continuity and stability. His profound understanding of the ACC’s mandate and his early career in policy and planning under the Ministry of Agriculture and Forests enabled him to contribute meaningfully to the Commission’s growth and professional maturity. Known for his humility, compassion, and strength of character, he inspired respect across all levels of the organization.
