The Wisdom Center for Justice (WCS) and the Anti-Corruption Commission (ACC) are jointly convening a two-week convergence workshop on “Data Ownership and Interfacing Matrix, SRS Convergence, and JD-X” at the Professional Development Centre (PDC), Tsirang. The workshop brings together key justice sector agencies in a concerted effort to establish foundational digital frameworks for an integrated justice ecosystem.



Anchored in the vision of the Justice Sector Digital Blueprint 2026-2029, launched on 17 March 2026, the workshop represents a critical step toward operationalizing a unified, interoperable, and future-ready justice system. About 20 officials from 10 justice sector agencies, including the Royal Court of Justice (RCoJ, Office of the Attorney General (AG), Royal Bhutan Police (RBP), Alternative Dispute Resolution Center (ADRC), Bar Council, Legal Aid Center (LAC), The PEMA, Bhutan National Legal Institute (BLI), and ACC, are actively engaged in intensive technical deliberations and collaborative design sessions.



Facilitated by international experts from TOPPAN Equaria Pte Ltd, the workshop focuses on developing a standardized data ownership matrix, defining critical interface points across institutional systems, and converging System Requirement Specification (SRS) of core justice sector platforms. These outputs are essential to establishing a common data architecture and enabling seamless, secure, and real-time information exchange across agencies.
Beyond its technical scope, the workshop is fostering a shared institutional commitment to collective ownership, cross-agency coordination, and digital innovation. The olitcomes of the workshop will be presented to the Joint Justice Sector Management Committee (JJSMC) for endorsement and will inform the phased implementation of the Justice Sector Digital Blueprint.
