Launch of Justice Sector Digital Blueprint – a transformative initiative towards digitally enabled justice services

The Justice Sector formally launched the Justice Sector Digital Blueprint (2026-2029) on 17 March 2026 at the Bhutan National Legal Institute (BNLI). 

The launch ceremony was graced by Her Royal Highness Princess Sonam Dechan Wangchuck, marking an important step toward digitally connecting investigating agencies, police, prosecutors, courts, and other oversight institutions under a unified “One Justice” ecosystem to improve coordination, reduce delays, and enhance public access to justice services.

The Justice Sector Digital Blueprint represents the first comprehensive roadmap for coordinated digital transformation across Bhutan’s justice institutions. Developed through extensive consultation among sector agencies, the Blueprint provides a strategic framework to modernise justice processes, strengthen institutional coordination, and improve service delivery through the adoption of modern digital technologies. The Blueprint establishes a sector wide digital architecture, where interoperable systems allow case information and documents to move securely and efficiently across institutions. 

 Its preparation was supported through the EU and UNDP-funded project, “Strengthening Access to People-Centric Justice in Bhutan,” with additional support from the Royal Government of Bhutan.

Aligned with the Justice Sector Strategic Plan II (2024-2029) and the priorities of the 13th Five Year Plan, the Blueprint will be implemented in phases involving system development, testing, and integration across institutions, with the integrated digital justice ecosystem expected to become fully operational by mid 2029.

Following the launch, the justice sector will commence the next phase of work, including the standardisation of the data ownership and interface matrix, convergence of system requirements across institutions, and mobilisation of resources to support the phased implementation of the Blueprint.

The Justice Sector Digital Blueprint reflects Bhutan’s continued commitment to strengthening the rule of law and ensuring that justice services remain efficient, transparent, and accessible to the people in an increasingly digital era, while further strengthening public confidence in the justice system.
