Training of Asset Declaration Administrators on the Asset Declaration Rules, 2012 and the online Asset Declaration system


A team of officials from the Prevention and Legal Division of the Anti-Corruption Commission, led by the Director conducted a day’s training for the Asset Declaration Administrators (ADAs) on 27th January 2012 at the Royal Institute of Management, Thimphu. The training was attended by 114 designated ADAs from different agencies all over the country.

Asset Declaration by public servants was introduced as a preventive public accountability tool five years ago, and over the years it has improved with feedback from the ADAs and the public. The Asset Declaration Rules, 2012 was framed in close consultation with the stakeholders and shall be strictly enforced.

The participants were familiarized with the changes in the Rules pertaining to the categories of covered persons, roles and responsibilities of heads of agencies and ADAs, penalties for non-compliance, the asset verification protocol, calculation of disproportionate assets, etc. Emphasis was made on effective communication by the ADAs to their respective head of agency; ensure support from the leaders and effective dissemination of information pertaining to Asset Declaration within their jurisdiction. The participants also cleared their doubts pertaining to the Rules.

Constant effort has been devoted to making the online asset declaration easily accessible and very user friendly. Hands-on practical session was conducted for the new ADAs. The ADAs were requested to ensure online declaration by all the covered persons to the extent possible in order to reduce administrative burden.
